Employment and Community First (ECF)

Employment and Community First (ECF), is a program TennCare created based on feedback from people and their families regarding which services they felt were most needed. Caregiver Tennessee’s objective is to provide services and supports more cost-effectively with a long-term goal of serving more people.



ECF will provide long-term services and supports for people with intellectual and other developmental disabilities who are not currently receiving services. Initially, the new ECF program will be available only for people who are not receiving services. It will take time to be able to serve all of the people who need support. Initial enrollment will target groups that were identified by stakeholders including people with aging caregivers (defined by state law as age 75 or older), young adults transitioning from school, and other people who need employment supports.

The Purpose

The purpose of Employment and Community First CHOICES is to support people with intellectual and developmental disabilities (I/DD) to:

  1. Have competitive integrated employment

  2. Have a full life

  3. Develop relationships and have friends to spend time with

  4. Live as independently as possible

  5. Fade paid supports whenever possible
